Dr. Syed Md Rafiqul Amin holds MS and PhD degrees in Entomology from Banghabandhu Sheikh Mujibur Rahman Agricultural University at Gazipur, Bangladesh. His career was initiated as a Program Organizer (Agriculture) at the Bangladesh Rural Advancement Committee (BRAC) on 1st July 1989. Subsequently, he was employed as an Assistant Seed Agronomist (Tuber Crop) at Bangladesh Agriculture Development Corporation (BADC) on 9th June 1990. Finally, he was appointed as a Subject Matter Officer (SMO) at the Department of Agricultural Extension on 26th January 1991.

With more than 32 years of professional experience in various participatory and farmer-friendly agriculture extension approaches, Dr. Syed Md Rafiqul Amin has been actively involved in Farmer Field School (FFS) approach, quality-related issues in the implementation of FFS, the development of training modules and audio-visual materials, the implementation and monitoring of farmers' training and demonstrations, and the oversight of seed, fertilizer, fuel or electricity, irrigation, and other agricultural inputs. Finally he holds the position of Director of the Plant Quarantine Wing at the Department of Agricultural Extension, starting from 24th July 2022 to 17th January 2023. Previously, he had served as Additional Director (Inputs), Field Service Wing DAE, Deputy Director (Fertilizer Management), Field Service Wing DAE, and National Adviser (Training and Extension) at the Integrated Farm Management Component (IFMC) of DANIDA's Agricultural Growth and Employment Programme (AGEP). He has also accumulated approximately 5 years of experience as a Master Trainer in the Danish International Development Assistance (DANIDA) funded Agricultural Sector Program Support (ASPS-II) project under the Agricultural Extension Component (AEC). During this time, he acquired skills in curriculum development for training of trainers (ToTs) for departmental trainers, farmer trainers, and for ICM and IFM farmers' field schools (FFS). Dr. Syed Md Rafiqul Amin also played a pivotal role in developing guidelines for farmers' field schools and organized and conducted workshops, seminars, and field demonstrations.

His academic background includes rigorous training in development and project management, agricultural technologies for production, protection, and postharvest management. He possesses extensive skills in coordinating and networking with different stakeholders, such as DANIDA, ADB, BRAC, and other NGOs, and effectively managing multiple tasks to ensure teamwork success. Furthermore, he has accumulated several years of field experience in training need assessment, curriculum and materials development, as well as organizing and facilitating training for various extension officials and farmers.

In his capacity as Director of the Plant Quarantine Wing, DAE, Dr. Syed Md Rafiqul Amin has overseen the issuance of Import Certification (IP), Phytosanitary Certificate (PC), and Release Order (RO) for both imported and exported goods, in accordance with the Plant Quarantine Act 2011 and Plant Quarantine Rules 2018. He has also taken initiatives to enhance exports by reducing non-compliance and improving the quality of quarantine services at all Plant quarantine stations under his jurisdiction. Additionally, he has actively participated in various meetings, workshops, and consultation meetings on Sanitary and Phytosanitary (SPS) issues organized by government and international agencies. He has also served as the Coordinator of the USDA BTF Project Engagement Committee.

Lastly, Dr. Syed Md Rafiqul Amin serves as the Country Focal Point of IPPC and APPPC and maintains professional relationships with other relevant organizations, including development partners.
